

Due to the collapse of most municipalities in South Africa today services to all communities have been neglected or abandoned with debtors of R 1.5 billion and R 877 million paid to creditors with R 1.2 million written off to bad debt. The RNM is in dire financial difficulties and unable to carry out the most basic services to the community. Eskom is teetering on collapse which recently led to long hours of blackouts while the Ugu municipality was unable to deliver a continuous flow of drinking water to homes on the south coast. Ratepayers have to a large degree given up on the idea that the municipality was able to ensure consistent services and therefore have been left to fend for themselves with solar panels, water tanks and boreholes constructed. All ratepayers need to contribute financially to the well-being of the community by participating in UIP controlled by the community via a section 21 company with the funds derived from all ratepayers in the community adding amount of R150 to their rates. All funds gathered by the community will be used by the community to safeguard and preserve the environment of Munster.

Problems and Financial Solution
The financial solution lies to a large extent with the formation of a UIP which depends on a solid commitment of all ratepayers. 66% plus 1 vote of all ratepayers is needed to enable the formation of a UIP. Once the UIP is formed all ratepayers will be committed to their rates plus R150.00 for 10 months of the year.
